Chances are that the flashing lights are an indicator that a printer component is malfunctioning. HP has a diagnostic tool called the “Print and Scan Doctor” that can help you find the broken part.
Some parts of the printer are broken, or there`s an internal error with the device. You need to restart your printer if you notice the `Resume` light and the Power light blinking together. There`s an improper connection. A flashing `Resume` light can also indicate a paper jam.
Blinking lights can indicate error conditions. They might also indicate that the printer is starting up, processing a print job, or charging batteries.
The Power button is blinking. This condition might be caused by an open ink cartridge access door, an empty input tray, a paper jam, or a carriage jam. An error message might display on your computer. If a `paper jam` error message displays on your computer, try the steps to clear the paper jam.
A blinking Power light might indicate a `Fatal Error,” that requires a printer reset. Follow these steps to reset the printer. Without turning off the printer, disconnect the power cord from the rear of the printer. Wait 30 seconds, and then reconnect the power cord to the rear of the printer.
Step one: Reset the product

Press the Power button ( ) to turn on the product. With the product turned on, disconnect the power cord from the rear of the product. Unplug the power cord from the wall outlet. Wait at least 15 seconds.

The Wireless light blinks when the printer is attempting to connect to the wireless router or access point. Wait a few minutes, and then check the light again.
The light bar glows amber when there is a printing error. Look at the other lights on the printer to find and resolve the error you are experiencing.
If you wait several minutes and it continues to blink, turn the printer off, then back on. If it will not turn off, unplug the power cord from the back of the printer. Unplug the power cord from the power source. Wait 30 seconds, then plug the power cord back into the power source.
This occurs when the printer loses the Wi-Fi connection or there is a connection error during setup. If this happens during first-time setup, press and hold the Wireless button on the back of the printer for five seconds to reset the wireless connection.
