Experienced technical support provide their insights in answering this question :
I have same problem on duplex of 2nd page. Paper stops just behind Tray 1 pickup roller. Noted there is a small black 1/2″ lever tab behind the lower rear jam door. Noting that when printer jams trying to finish 2nd side, the lever is down ??? No answer, I know, just observation & looking for mention of this by someone. Going to try and find a black or white sensor which may be out of position.

Open rear exit tray and power on the printer. If the printer comes to a Ready state, close rear tray and try printing. Clean the paper path below the toner area and exit assembly at the back of the printer. Ensure there is no pieces of paper stuck in the paper path of the printer.

The printer thinks the output bin on the top of the printer (where the paper rests) is full. If there is no paper on top of the printer where the bin is, the likely cause of the message is that the exit flag is out of position, stuck, or possibly broken.

HP printers not printing double-sided or duplex is a very common issue which could be due to several reasons, such as misconfigured printer settings, failed print jobs in queue, outdated drivers or a random glitch.
If your printer has a paper path cover behind the carriage, remove the cover, and then remove any jammed paper. Pull out the input tray, and then remove any jammed paper. If your printer has a bottom cleanout door, carefully lift the printer and look under it, and then remove any jammed paper from the bottom cleanout.
A piece of paper stuck in the paper tray or inside the printer can create a paper jam. Paper jams can occur for a variety of reasons, such as overloading the paper tray, loading different thicknesses of paper in the tray, or using paper that isn`t appropriate for your particular printer.
If AutoIP is disabled, HP default IP (192.0. 0.192) will automatically be enabled.

the Output bin sensor is located in the output tray and if its dirty or has any obstruction then it will display this error. If this doesn`t help then you can go to preferences and turn off the output sensor if you want to… This sensor is there to make sure that the output tray is not overfilled.
The output bin is a bin on the printer where printed jobs are delivered. Users can use the input-tray and output-bin job attributes to specify a tray name, such as 3-hole and a bin name, such as staple .
A paper jam is when paper or other printed material gets stuck or lodged in a printer and cannot eject.
