Chances are that the flashing lights are an indicator that a printer component is malfunctioning. HP has a diagnostic tool called the “Print and Scan Doctor” that can help you find the broken part.

Check that the correct paper is properly loaded into the printer and is not jammed. Replacing damaged cables, plugging in loose or disconnected cables, and fixing paper jams as necessary may resolve the issue.

If your printer`s status displays “Printer in error state,” there may be a problem with the printer itself. Make sure the printer is turned on and connected to your PC by Wi-Fi or cable. Check it for low paper or ink, and be sure the cover isn`t open and the paper isn`t jammed.

Ink may have run out (The lamp on the ink tank flashes). If printing is in progress, you are recommended to stop printing, replace the ink tank, and then print again.
The Power light blinks at a steady interval when the printer is processing a print job. If the Power light blinks fast, the ink cartridge door might be open, or the printer might be in an error state. If an error message displays on the computer screen, follow the on-screen messages to resolve the issue.
This occurs when the printer loses the Wi-Fi connection or there is a connection error during setup. If this happens during first-time setup, press and hold the Wireless button on the back of the printer for five seconds to reset the wireless connection.
