This sounds like there is a gear drive problem. Try to removed the toner and drum if possible and start the machine without these parts. The machine should do a turning cycle. If this happens without noise replace the parts and try again.

The most common sign of a loose drive belt is noise, and it can range from a barely audible squeak to an ear-shattering squeal. It could happen when you`re driving, or when your engine is idling.
With the belt label on the inside, the gait belt should go at the patient`s waist and be snug. If the patient has wounds located on the abdomen the gait belt may be more comfortable if worn under the arm pits (Figure 4). Fastening the buckle is like fastening the buckle of a military belt.
The term gait belt refers to a belt grasped by the caregiver to help prevent falls while walking or moving. A transfer belt refers to a device grasped by the caregiver that assists in lifting or moving a person from one place to another.

Reset HP Color Laserjet 4700 transfer kit
ANSWER : How about the situation when resistor does not reset the transfer belt count and even new transfer belt out of the box is not doing it. Do you have any idea how to solve this problem? I did reset transfer belts and fusing units on several HL 4700 printers with no problem but also I came across few which were not possible to reset even with oryginal parts.
