One of two issues can cause this. The toner cartridge may not be fully seated into the photoconductor unit. This can cause the seal between the two to break, allowing toner to leak out. The other possibility is that the toner cartridge or the photoconductor unit may be damaged.

Generally, you should start paying close attention to your printer once its toner levels reach about 10%. This means looking for those too-light print jobs or low toner alerts while regularly checking printer status pages.
The easiest way check is to run a test print on your printer. Most printers have a test print or diagnostic print option built into their software. A test print prints out a diagnostic pattern of all of your cartridges.

When “Toner Low” is displayed, prepare a new toner cartridge. If you do not have a new toner cartridge at hand and need printing before obtaining it, you can continue printing about 20 pages(*1) by opening and closing the front cover or the output tray. Print quality is not guaranteed.
This leads to a nearly microscopic markup, if any, on most printers. And those devices still require investment, time, engineering and resources in order to produce. So, to make up for it, manufacturers charge a premium for their proprietary toner cartridges, in order to recoup their investment.
The sponge end of a blocked printer head can be cleaned with only one liquid other than water. This liquid is isopropyl alcohol. Isopropyl alcohol isn`t strong enough to melt the sponge but is still strong enough to dissolve the ink inside the blocked printer head.

ANSWER : Wiper blades have to be replaced. Unfortunately, most vendors only sell them in packs of ten. You can google EX wiper blades. Still cheaper than replacing a cartridge.
