Verify the ink cartridge(s) is inserted properly. Some cartridges snap in place, and if they are not inserted fully, the printer won`t print anything. If a lever is moved from its original position to allow for installation of ink cartridges, ensure it is returned to its original position.
HP printer won`t recognize new ink cartridge:
Take the old cartridge out and put the previous one in again. Restart the machine and it should now work. If not, you may have to clean the cartridge. Some of HP`s newer model laser printers have a setting that only allows original HP toners to be used in the printer.

You can continue to print with one or more empty cartridges, but HP recommends replacing them as soon as possible to avoid printhead damage.
The print head holder will not move unless the power is on. If the ON lamp is not lit, close the print head cover and turn the printer on. While the ON lamp is flashing, the machine is initializing. Wait until the ON lamp stops flashing and remains lit, and then open the print head cover again.

Broken plastic ribbon that goes to the ink cartridges
ANSWER : In my experience, they tear at the ends where they hook on metal posts. What I do is wrap some Scotch tape around the torn end and then cut out the slit with a razor. Then you have to thread it through the U shaped sensor at the back of the cartridge holder. The sensor is an optical one that counts the lines on the encoder strip. That tells the printer the location of the assy. Then you have to hook it on each end. If you have small hands, you can do it without disassembling the printer. It’s a lot easier with the printer disassembled. My hands are on the big side, but I know how to do it. There is a fair amount of cussing before I get it done.

Expired Ink Cartridges – Any way to move paper with old cartridges?
