Dots are typically caused by foreign material inside the machine (for example paper dust, glue from labels or envelopes, paper clips, staples) sticking to or damaging the surface of the drum. Toner builds up on or sticks to these areas on the drum and creates black dots on the printed pages.

WHAT CAUSES TONER TO FLAKE OFF? Toner flaking off paper? You`re probably using a heavier stock of paper. The heavier the paper, the more heat is needed to fuse the toner to the page.
The plastic in the toner lets you keep it from jumping ship once you`ve finally got it on the paper; all you have to do is apply heat to the toner, and the plastic particles melt and fuse the pigment to the paper.
These small but crucial signs could mean that the printhead is clogged. If you haven`t used your printer in some time, this is a likely occurrence and should prompt you to clean it by running the printer`s `utility program`.
Mechanical dot gain occurs when paper fibers wick away the liquid ink, increasing the ink dot size. Like rolling out bakery dough to make pizza, it can also be the result of the ink dot being pressed and flattened by rollers during the printing process, increasing the size of the dot.
Halftone is the reprographic technique that simulates continuous-tone imagery through the use of dots, varying either in size or in spacing, thus generating a gradient-like effect. “Halftone” can also be used to refer specifically to the image that is produced by this process.
This is most often caused by using paper that is damp, is of poor quality, or not designed for this machine (ie: Inkjet paper) It can also be caused by the machine not being placed on a solid, level surface, poor calibration, or uneven distribution from a low toner cartridge.

ANSWER : HP Color Laser Jet 1600 – Thanks for all the above information. Even though the 1600 is a different printer, I followed the above: “…go to “System Configuration”; then to “Print Quality”; I then get a choice of “Replace Supplies” and then “Overide Out”…” Selecting “Overide Out” got my 1600 back to printing, although I did have do perform the steps TWICE before it seemed to take affect. Not sure what was going on, but I’m happy that people put the information out there for the rest of us to have.
