The way I solved it was to restart the print spooler. This will reset Window`s communication with the printer and Windows will no longer think the printer is out of paper.

Enabling double-sided printing in Windows
Open Start> Settings> Devices, and select the Printers and Scanners tab in the left menu. Click on the printer you would like to print double-sided from and select Manage. Select Printer Properties from the left menu. This will open a new dialog box.
Not all printers have duplex printing capabilities, so you`ll need to check your printer manual or contact your printer manufacturer to make sure you can print double-sided. If your printer doesn`t double-sided printing capabilities, you won`t see the option to adjust it.
