Simply plug the USB cable from your printer into an available USB port on your PC, and turn the printer on. On the taskbar, select the Search icon, type Printers in the search bar, and then select Printers & scanners from the search results to open the Printers & scanners system setting.
Restart the computer. Turn the printer off. Unplug the printer power cable from the AC outlet or surge protector and wait at least 30 seconds. Plug the printer power cable back into the AC outlet or surge protector.
Make sure that both ends of the USB cable are correctly inserted into the computer and the printer. Try disconnecting and reconnecting the USB cable at both ends. Disconnect the printer and the computer and reconnect them. Try another USB port if available.
Enter “cmd” into the search bar and press the Enter key. Then, in the command prompt, type “netstat-r” and press the “Enter” key to find the Dell Printer IP Address. The other devices that are linked to your network can also be seen.
Select Start > Settings . Go to Devices > Printers & scanners > select a printer > Manage.
Right Click on the Lower Left Corner of the desktop, select Control Panel. Select Devices and Printers. Right Click on the printer`s icon, select Printing Preferences. The Printing Preferences dialogue opens.
If you`re using Windows 10, click or tap the “+ Add a printer or scanner” button. No matter if you`re using Windows 11 or Windows 10, the operating system begins “searching for printers and scanners,” and if it manages to find your local printer or scanner, it will try to install its drivers automatically.
1: Check Printer Power, Cables, and Paper

Check that the correct paper is properly loaded into the printer and is not jammed. Replacing damaged cables, plugging in loose or disconnected cables, and fixing paper jams as necessary may resolve the issue.

Any USB cable that has the standard connectors will work with any USB printer.
Printer Not Found

Try disconnecting other USB devices, rebooting your Dell and then connecting the printer to an available USB port. Regardless of what type of cable you`re using, make sure the cable is firmly connected to both the printer and the Dell computer, otherwise the printer may not be recognized.

The majority of printers are compatible with a USB 2.0 A/B cable. The “A” side of the cable plugs into the USB port on your computer and the “B” side plugs into the back of the printer. This is a standard cable that is widely available and it can also be used to connect some mice and cameras to your computer too!
The list of printer ports can be found at: Start > Settings (gear icon) > Devices > Printers & Scanners > Print Server Properties > Port tab.

Print Quality Issue (Streaks and Ghosting)
ANSWER : Streaks are mostly caused by internal drum wiper blades that clean left over toner off the drum to prepare it for a new image. Ghosting is caused by a leftover image on the drum. The 6 inches that you mention would be the circumference of the part that is causing it. Fusers will never cause either problem.

Laserjet 4250 print quality issue (see image)
ANSWER : It looks like a fuser problem. One way to prove it is with the half-stop test. Put a sheet in the drop down manual feed tray. Send a print job and watch the paper. When the end of it is about to enter the printer, open the lid and take out the toner cartridge. Look at the printed image. If it looks OK, then it is a fuser problem. If not, then it is a toner cartridge issue since it hasn’t gone through the fuser.
