The common reasons for this issue are various, for instance, the paper input tray is overloaded, dust or moisture can affect the paper feed or paper pick rollers, the printer driver is old, etc. Thus, the printer cannot detect the paper that has been inserted into the tray.
During a print job, the printer stops feeding pages, an E4 error displays, and the Resume light blinks. Paper might be jammed inside the printer.
The error code 0x00000040 could appear if your printer driver is out-of-date or faulty. Your printer driver may need to be updated in this situation to help with problem resolution.
An E1 or E2 error indicates that the paper size setting does not match the paper size that is loaded.
Tray 1 is the small slot in the front for manually feeding paper. The paper cassette which holds the paper and slides out is called tray 2.
An E0 error indicates an unusable cartridge. This condition occurs when at least one ink cartridge needs attention, is faulty, incorrect, missing, damaged, or incompatible. Reseat both ink cartridges, clean the ink cartridge contacts, restart the printer, and replace one or both ink cartridges if necessary.
An E2 error occurs when the printer attempts to print a single-page or multi-page print job, and the paper length selected in the print settings does not match the length of the loaded paper. The printer then prints out the first page with errors.
The printer stops feeding pages, the control panel displays an alternating E and 4, and the Error icon , Paper Error icon , and Resume light blink. This indicates that paper might be jammed inside the printer. Paper jams can be real or false. The printer might report a paper jam even when there is no jammed paper.
Paper Overloading

Because many desktop inkjet printers are top-loading, it can be easy to overload the tray.

The cause: a tiny spring, intended to load the paper intake rollers, is inadequately weak. The intake / feed-in rollers just slide around on top of the paper instead of gripping it and pulling it into the print mechanism.

Tray 1 (upper tray) paper feed problem
ANSWER : There is no way of adjusting the distance of lift. Could be that the pickup roller is worn enough that it will pick up a sheet that is higher, but not one that is lower down. You can look at the end of the roller that first makes contact and see if it is worn smooth.

HP Laserjet 4100 Error (13.1)
ANSWER : I am pretty late to the party for this discussion but I am incredibly thankful to the person that posted this “fix” that I can barely imagine it. My 4100 had developed the dreaded paper jam described above and I had no idea what was causing it. I replaced a number of rollers only to have the same problem re-occur with no solution in sight.

Paper Jam Tray 1
ANSWER : Tray No. 1 (the feeder) has to be either FULLY closed or FULLY down, down to about a 45 degree angle. Then hit the OK button and it should Initialize and start working. This solution is for when there is actually NO paper jamming the printer.

Printer will not pick-up paper from either tray. All error lights are on.

Printer jams paper from both trays even after replacing pick up roller
ANSWER : Update: I have the duplex model, and when the paper seems to reach the point where it jams, the printer squeals like two rubber parts are rubbing together when they’re not supposed to.
